The Second Amendment was not first created by the first Congress when the Bill of Rights was being written , but was already there in the English History before the Bill of Rights. During the middle ages, every man was required to have a gun. They were expected to have them because of one thing, protection. The kings of England had no armies at that time, so when there was an enemy coming to attack them, the people would get their guns out and fight for their kingdom. This amendment was also used in the early American colonial times. Colonist would have to carry guns in order to defend themselves and property against the Native Americans. So during the Revolutionary War time, the British tried to take their weapons if possible whenever they fought so they couldn't use it to defend. After the Revolutionary War ended, a new Constitution was being written. There was a debate on whether or not they should allow citizens to own guns. Noah Webster believed that if citizens had guns they people would have more power than the government and they didn't want that. On the other hand, the government needed power since the Articles of Confederation made it weak. In the end, they decided to let them have guns forming the 2nd amendment. It took a while for the amendment to be ratified because of the debates but it was in 1791. The wording of the amendment was based off George Mason's in the Virginia Declaration of Rights .
